SNA: A communications protocol describing a terminal-to-mainframe type connection.
Sales Draft: Paper documentation of a transaction. Also called a sales slip, charge slip or hard copy.
Savings Account: A time deposit transaction Account, which normally does not require an Issuer Member to pay immediately upon proper presentation of an order to pay.
Secret: Data known to a STAR Account Holder and the Authenticator which is a value cryptographically derived from the transaction data and a Private Key by the STAR Account Holder, which may be verified by the Authenticator using the associated Public Key (e.g., Digital Signature).
Secure Socket Layer (SSL): A security protocol that provides communications privacy and end point Authentication over the Internet. The protocol allows client/server applications to communicate in a way that is designed to prevent eavesdropping, tampering or message forgery.
Security: The area within Credit/Risk Management tasked with monitoring the performance of the entire active First Data portfolio by means of exception reports identifying, investigating and monitoring suspect accounts for fraud-related activities.
Security Compliance Review: A review that is based on an approved checklist and that is performed by a Member's or Processor's Approved Auditor to verify the Member's or the Processor's compliance with these Rules.
Security Compliance Statement: A form completed by a Processor's Approved Auditor or by an Acquirer Member's compliance officer that states that the answers given to the items contained in the ANS X9/TG-3 PIN Security Review are correct.
Service Entitlement Number (SE NUMBER): Assigned by and required for processing American Express®, Discover®, Diners Club® and JCB®.
Service Fee: A per transaction fee that is paid by the Acquirer Member to STAR when a STAR Transaction is not routed through the STAR Switch in accordance with Rule.
Settlement: As the sales transaction value moves from the merchant to the acquiring bank to the issuer, each party buys and sells the sales ticket. Settlement is what occurs when the acquiring bank and the issuer exchange data or funds during that function.
Settlement Statement: A document issued to the merchant, indicating the sales and credit activity, billing information, discount fee and chargebacks (if any) occurring during a particular time frame (one week, one month).
Shopping Cart Software: Shopping cart software allows the cardholder to select items from an online store and place them in a “virtual shopping basket” or “shopping cart.” The shopping cart remembers which items are selected while the cardholder views other items within the “virtual storefront,” keeps a running total, and may calculate taxes and shipping. The items in the shopping cart are eventually ordered if the cardholder chooses.
Singleton: A merchant operation consisting of one location with no future plans to open another.
Slug: See Merchant Station Plate.
Smart Card: A plastic card resembling traditional credit or debit cards that contains a computer chip; the chip is capable of storing significantly more information than a magnetic stripe.
Soft Decline: A declined response in which authorization is not granted on a valid card, not because it has been stolen or lost, but because the credit card already exceeds the credit line.
Split Dial/Capture: Process which allows the authorization terminal to dial directly to different card processors (e.g., American Express) for authorization and “Electronic Draft Capture.”
Split Dial Authorization: A process allowing the authorization terminal to dial directly to different card processors (e.g., American Express®) for “authorization.” In this instance, the merchant cannot be both EDC and Split Dial. Split Dial is also utilized for Check Guarantee companies.
Split Knowledge: The condition under which two or more parties separately and confidentially have custody of components of a single key that, individually, convey no knowledge of the resultant cryptographic key or process.
Sponsor: A Member that sponsors eligible STAR Merchants, International Members, STAR Internet Merchants, IAOs, ESOs, or ISOs, as applicable, into the STAR Network.
Stand-In Processing: The response to an Authorization request for a STAR Transaction sent to an Acquirer Member by the STAR Switch when it is acting on behalf of the Issuer Member.
STAR Account Holder: For purposes of STAR Internet Transactions, a STAR Account Holder is a person owning an Access Account held by an Account Holding Member and permitted by the Account Holding Member to use the STAR Access Account to perform STAR Internet Transactions.
For the purposes of STAR Interbank Transfers, a STAR Account Holder is the person owning an Access Account held by an Interbank Sending Member and permitted by the Interbank Sending Member to use the Access Account to fund Interbank Debits.
STAR ATM: Any ATM that is owned or sponsored by an Acquirer Member and allows STAR Cardholders to use STAR Cards to effect STAR Transactions.
STAR ATM Transaction: See “STAR Transaction.”
STAR ATM TRANSACTION SET The following transactions conducted at a STAR ATM through use of a STAR Card: A. Withdrawal The automated dispensing of United States currency from the STAR Cardholder’s Access Account to the STAR Cardholder. B. Cash Advance The automated dispensing of United States currency from the STAR Cardholder's Credit Account to the STAR Cardholder. C. Inquiry An inquiry by a STAR Cardholder as to the balance of the STAR Cardholder's Access Account. D. Transfer The transfer of funds by a STAR Cardholder between two Access Accounts maintained by the same STAR Cardholder at the same Issuer Member. E. Deposit The deposit of currency and other negotiable items at an ATM for credit to a STAR Cardholder's Access Account. F. Mini Statement The provision of a printed record of transactions that have been processed by a STAR Cardholder's Issuer Member and which involve the STAR Cardholder's Access Account. G. PIN Change A non-financial transaction which allows a STAR Cardholder to change their customer selected Personal Identification Number (PIN). H. Purchase A purchase transaction permitted by STAR at a STAR ATM is not an ATM Transaction but will be treated as a STAR POS Transaction under the Rules.
STAR Card: An access device which meets the physical specification requirements in Appendix D, is issued by an Issuer Member, provides access to the STAR Network, and may be used at a STAR Terminal to effect STAR Transactions.
STAR Cardholder: A person issued a STAR Card by an Issuer Member and authorized by the Issuer Member to use the STAR Card at any STAR Terminal.
STAR Interbank Transfer: See “STAR Transaction.”
STAR Interbank Transfer Transaction Set A. Interbank Debit A financial transaction by which an Interbank Sending Member debits the Access Account of a STAR Account Holder at such Interbank Sending Member to fund an Interbank Credit. An Interbank Debit is not processed via the STAR Network. B. Interbank Credit A financial transaction that, if approved, results in the transfer of funds from an Interbank Sending Member to an Interbank Receiving Member for credit to a STAR Cardholder's Deposit Account at such Interbank Receiving Member based on the STAR Cardholder's Card Number. An Interbank Credit transaction is processed without a PIN or Track 2 data.
STAR Internet Device: A system, which could be a combination of Authentication Tokens, a computer or terminal, and software, that is used by a STAR Account Holder to effect STAR Internet Transactions.
STAR Internet Merchant: Any merchant that has agreed in a Merchant Agreement to accept Authentication Tokens for STAR Internet Transactions and is sponsored by an Acquirer Member.
STAR Internet Transaction: See “STAR Transaction.”
STAR Internet Transaction Receipt: Detailed information describing a STAR Internet Transaction which is generated by an Internet Merchant or Acquirer Processor and provided to a STAR Account Holder upon completion of a financial STAR Internet Transaction.
STAR Internet Transaction Response Time: The elapsed time between the generation of the last character of a message at a STAR Internet Device and the receipt of the first character of the reply at that STAR Internet Device.
STAR Internet Transaction Set: Any of the following transactions attempted by a STAR Account Holder with a STAR Internet Device and Authentication Tokens: A. Internet Purchase A transaction requested by a STAR Account Holder utilizing a STAR Internet Device for the purpose of making payment to a STAR Internet Merchant. Goods may be electronically fulfilled (e.g., software, access) or may be otherwise delivered or may be picked up by the STAR Account Holder. An Internet Purchase includes the purchase of an item representing value (e.g., gift card, gift certificate, toll card) where the item is redeemable or usable at a later date. The following are not considered Internet Purchases: an order and payment via fax, mail, or telephone, or an order transmitted via the Internet with payment via telephone, fax, or mail. B. Internet Purchase Credit A request by a STAR Account Holder or STAR Internet Merchant for a credit of part or all of a previously processed STAR Internet Transaction because the STAR Internet Merchant was unable to complete the transaction, or the STAR Internet Merchant was unable to ship or provide the goods or services by the agreed upon date, or the goods were returned by the STAR Account Holder. An Internet Purchase Credit Transaction must be processed against the same Account as was used to process the STAR Internet Transaction. C. Internet Utility Bill Payment Transactions A funds transfer from a STAR Account Holder's Access Account to a Utility Company that is initiated by the STAR Account Holder through the use of a STAR Internet Device and without PIN entry or PIN verification.
STAR Marks: Service marks owned by STAR or its Affiliates consisting of the name “STAR” and the Logos shown in Appendix I which have been approved by STAR for use on STAR Cards and on STAR Terminals in connection with the services offered by STAR to participants in the STAR Network, and any other service mark, trade name or trademark used from time to time by STAR to designate access to or compatibility with the STAR Network, which are collectively subject to the terms and conditions of a license by STAR to Members.
STAR Member: A Depository Financial Institution, International Member or Holding Company Member that has all requisite power and authority to participate in the STAR Network, that has been approved for membership by the President of STAR or an executive officer designated by the President, that has entered into a STAR Member Institution Agreement with STAR and agreed to be bound by these Rules, and that has agreed to pay all applicable fees, dues, fines and assessments.
STAR Member Institution Agreement: The agreement executed by STAR and each Member, as amended from time to time, to allow participation in the STAR Network.
STAR Merchant: Any retailer or other entity that has agreed in a Merchant Agreement to accept STAR Cards for purchases of goods or services at STAR POS Terminals at its retail locations at which a STAR Card is presented, and that is sponsored by an Acquirer Member. For purposes of these Rules, the term “STAR Merchant” shall also include a Designated Merchant and Special Merchant and shall not include a STAR Internet Merchant.
STAR MoneyGram Card: A card issued by an Issuer Member designated by STAR and used by a STAR MoneyGram Card Holder to perform a STAR MoneyGram Receive Transaction.
STAR MoneyGram Card Holder: A person who uses a registered STAR MoneyGram Card and STAR MoneyGram PIN to perform a STAR MoneyGram Receive Transaction.
STAR MoneyGram Fee: The fee paid by a STAR MoneyGram Sender to purchase a STAR MoneyGram Money Transfer.
STAR MoneyGram Money Transfer: An electronic money transfer order of the STAR MoneyGram Money Transfer Service Provider offered through participating Acquirer Members at participating STAR Terminals.
STAR® MoneyGram® Money Transfer Service: A service that enables a STAR Cardholder to purchase a STAR-approved form of electronic money transfer order at a participating STAR Terminal.
STAR MoneyGram Money Transfer Service Provider: Travelers Express Company, Inc., an independent third party not affiliated with, nor an agent of, the STAR Network.
STAR MoneyGram Receive Transaction: A cash withdrawal performed by a STAR MoneyGram Card Holder to receive payment of a STAR MoneyGram Money Transfer.
STAR MoneyGram Send Transaction: The purchase of a STAR MoneyGram Money Transfer at a participating STAR Terminal.
STAR MoneyGram Sender: A STAR Cardholder that purchases a STAR MoneyGram Money Transfer at a participating STAR Terminal.
STAR Network: The entire network operated by STAR consisting of the ATM Systems, POS Systems, Issuer Authorization Systems, STAR Switches and the STAR Marks and the Graphic Standards.
STAR Network Advisory Group: The STAR Network Advisory Group is an advisory committee that represents the STAR Network Membership by providing guidance and recommendations to the STAR Network staff on product, Rule, and procedural changes. The committee is composed of representatives of STAR Member financial institutions selected by STAR Network staff and represents the diverse types and sizes of STAR Network Members. The STAR Network Advisory Group considers matters referred to them by the STAR Network Membership, STAR Network Advisory Board, and the staff of the STAR Network. The STAR Network Advisory Group does not have independent policy making authority but provides recommendations to the STAR Network. The STAR Network Advisory Group acts as the Arbitration Committee in resolving disputes between STAR Members.
STAR POB Transaction Set
A. Withdrawal The automated dispensing of United States currency from a STAR Cardholder's checking or savings Accounts to the STAR Cardholder.
B. Inquiry An inquiry by a STAR Cardholder as to the balance of the STAR Cardholder's checking or savings Accounts.
C. Deposit The deposit of currency and other negotiable items at an ATM for credit to a STAR Cardholder's checking or savings Accounts.
D. Cash Check The deposit of a negotiable item to a STAR Cardholder's checking or savings Account and return of cash to the STAR Cardholder for the full value of the negotiable item.
STAR POS Scrip: Paper that is redeemable for cash, goods, or services in the legal currency of the country in which such paper is issued. POS Scrip shall not include cards, such as automated fare cards, with an electronically pre-encoded value.
STAR POS Scrip Terminal: Any unattended, cardholder-operated, card-activated STAR POS Terminal at which a STAR Cardholder may initiate and perform POS Scrip Transactions.
STAR POS Scrip Transaction: A STAR POS Transaction performed at a STAR POS Scrip Terminal that involves the purchase of POS Scrip.
STAR POS Terminal: Any POS Terminal that is sponsored by an Acquirer Member, is governed by a Merchant Agreement, and allows STAR Cardholder to use STAR Cards to effect STAR Transactions. A STAR ATM is considered a STAR POS Terminal for purposes of a purchase transaction expressly permitted by STAR.
STAR POS Transaction: See “STAR Transaction”
STAR POS Transaction Set: Any of the following functions attempted by a STAR Cardholder to access a Deposit Account at a STAR POS Terminal, STAR POS Scrip Terminal, or a telephone (PIN-less Utility Bill Payments only): A. Purchase A financial STAR Transaction that, if approved, results in a debit to a STAR Cardholder's Deposit Account. The Purchase may be solely in payment for goods and/or services, may include cash paid to the STAR Cardholder of some or the entire amount, or may involve the purchase of POS Scrip. B. Purchase Correction/Cancellation A financial transaction initiated by a STAR Cardholder or STAR Merchant that, if approved, results in a credit to a STAR Cardholder's Deposit Account. A correction/cancellation is intended to correct an incorrect or miskeyed transaction amount. C. POS Balance Inquiry A non-financial STAR Transaction that enables a STAR Cardholder to obtain the current or available balance of a Deposit Account at a STAR Cardholder-operated STAR POS Terminal. D. Pre-Authorization/Pre-Authorization Completion A two-step STAR Transaction, the first being a non-financial STAR Transaction (“Pre-authorization”) that, if approved, represents to the Acquirer Member or STAR Merchant that sufficient funds are available, and the second a financial STAR Transaction (“Pre-authorization Completion”) for the same amount or a lesser amount than approved at the time of the Pre-authorization. E. PIN-Less Utility Bill Payment Transaction A funds transfer from a STAR Cardholder's Deposit Account to a Utility Company that is initiated by the STAR Cardholder through the use of a STAR Card on a telephone using a voice response unit (VRU) and without PIN entry or PIN verification but with Authentication of the STAR Cardholder by the Utility or its agent pursuant to the Bill Payment Authentication Program. (Effective June 1, 2003) F. STAR MoneyGram Money Transfer A purchase of a STAR-approved form of electronic money transfer order at a participating STAR ATM. Also known as a STAR MoneyGram Send Transaction.
STAR Primary Service Area: The service area of the STAR Network prior to January 1, 2002 and which comprised the following states or districts: Alabama, Arizona, California, Colorado, District of Columbia, Florida, Georgia, Hawaii, Idaho, Kansas, Kentucky, Maryland, Missouri, Montana, North Carolina, New Mexico, Nevada, Oregon, South Carolina, Tennessee, Utah, Virginia, and Washington.
STAR Processor Agreement: An agreement between STAR and each Processor which provides that a Processor may process STAR Transactions.
STARsf℠: A service mark owned by STAR and utilized as an identifier for the No Convenience Fee Program.
STAR STATION®: An automated system that enables Members connected to the STAR Southeast, Central, and West Switch Platforms to submit and receive Exception Items, terminal location directory information and contact directory information, and to access STAR Network manuals and documentation.
STAR Switch: The telecommunications systems and STAR Switch Platforms operated by STAR for routing STAR ATM Transactions, STAR POB Transactions, and STAR POS Transactions among Issuer Members and Acquirer Members.
STAR Switch Fee: The fee that STAR collects from Issuer Members and/or Acquirer Members for STAR Transactions, as established from time to time by the STAR Network.
STAR Switch Platforms: The data processing platform(s) used by STAR for processing STAR Transactions and includes the following: STAR Northeast Switch (“STAR Northeast Switch”) located in Wilmington, DE; STAR Southeast Switch (“STAR Southeast Switch”), located in Maitland, FL; STAR Central Switch (STAR Central Switch”), located in Maitland, FL; and the STAR West Switch (“STAR West Switch”), located in Atlanta, GA.
Star Systems® (STAR®): Star Networks, Inc., d/b/a Star Systems® and its predecessors, a Concord EFS, Inc. company.
STAR Terminal: Any ATM, POB, POS, or Scrip Terminal that displays or is required to display the proper STAR Marks and allows Cardholders to use STAR Cards to effect STAR Transactions from Access Accounts. A STAR ATM, STAR POB Terminal, or a STAR POS Terminal is a STAR Terminal. A STAR Internet Device is not considered a STAR Terminal. A terminal may be both a STAR Terminal (by meeting the requirements of a STAR Terminal such as transaction set and security requirements) and a STAR Internet Device (by meeting the requirements of a STAR Internet Device such as transaction set and security requirements).
STAR Transaction Set A. STAR ATM Transaction Any ATM transaction that is initiated by a STAR Cardholder using a STAR Card at a STAR ATM or STAR POB Terminal, unless such transaction is not routed to the STAR Switch pursuant to an express provision of these Rules (“STAR ATM Transaction”). B. STAR POS Transaction Any POS transaction that is initiated by a STAR Cardholder using a STAR Card at a STAR POS Terminal, unless such transaction is not routed to the STAR Switch pursuant to an express provision of these Rules (“STAR POS Transaction”). C. Utility Bill Payment Transaction Any Utility Bill Payment Transaction that is initiated by a STAR Cardholder using a STAR Card via a telephone or STAR Internet Device, unless such transaction is not routed to the STAR Switch pursuant to an express provision of these Rules (“Utility Bill Payment Transaction”). D. STAR Internet Transaction Any STAR Internet Transaction that is initiated by a STAR Account Holder using an Authentication Token and a STAR Internet Device (which supports such Authentication Token) at a STAR Internet Merchant (which supports such Authentication Token), unless such transaction is not routed to the STAR Switch pursuant to an express provision of these Rules (“STAR Internet Transaction”). E. STAR Interbank Transfer A transfer of funds by a STAR Account Holder to a STAR Cardholder based on the STAR Cardholder's Card Number, unless such transaction is not routed to the STAR Switch pursuant to an express provision of these Rules (“STAR Interbank Transfer”). The Interbank Transfer Sender and the Interbank Transfer Recipient may hold accounts at different STAR Members or at the same STAR Member.
Start Up Kit: Supplies shipped to new merchants including sales slips, credit slips, batch header tickets, return envelopes, VISA®/MasterCard® decals, merchant plastics, imprinter slugs and instructional materials.
Status Change: A non-monetary change such as an account change or update, i.e., new merchant address.
Stored-Value Card: A pre-paid payment card that stores a monetary value from which the purchase amount is deducted from the card each time the card is used.
Strip Off: The process of separating transactions during submission of a batch for settlement. For example, First Data strips off American Express® transactions and sends them directly to AMEX for processing.
Submission: The process of sending batch deposits to Merchant Services for processing. This may be done electronically or by mail.
Support Documentation: The forms necessary to effect a chargeback processing cycle, and any additional material to uphold a dispute.
Supplement: An agreement between STAR and a Member electing to participate in the No Convenience Fee Program.
Surcharge: See “Convenience Fee.”
Suspect Transaction: A transaction that occurs one day prior to or following the account number being listed in the combined Warning Bulletin or listed as pickup card.
Switch: An electronic mechanism that routes transaction data from a point-of-sale terminal to the authorizing data processor for approval of the card-issuing institution.
